When upgrading from 14.04 to 15.10, I've consistently received this
error across different machines.

Was able to work around the issue by modifying /usr/share/initramfs-
tools/hooks/udev, from:

# now copy all custom udev rules which don't have an equivalent in /lib (e. g.
# 70-persistent-net.rules or similar); They might contain network names or
# other bits which are relevant for the initramfs.
for rules in /etc/udev/rules.d/*.rules; do
  if [ -e "$rules" ] && [ ! -e "/lib/${rules#/etc/}" ]; then
    cp -p $rules $DESTDIR/lib/udev/rules.d/
  fi
done


To:

# now copy all custom udev rules which don't have an equivalent in /lib (e. g.
# 70-persistent-net.rules or similar); They might contain network names or
# other bits which are relevant for the initramfs.
for rules in /etc/udev/rules.d/*.rules; do
  if [ -e "$rules" ] && [ ! -e "/lib/${rules#/etc/}" ]; then
    cp -a $rules $DESTDIR/lib/udev/rules.d/
  fi
done

(Changed "cp -p" to "cp -a") -- and then ran sudo apt-get install -f.
System seems to be upgraded/working afterwards.
