A scrollbar is necessary, of course, but not sufficient, since most of
the time it will be visible only when you’re already scrolling.
Since the spec is private, here’s the wireframes I drew showing the
border. Grazina is working on a corresponding mockup.

What's a "border" in this context? Can you clarify what exactly we want
this to look like?
I made a proof of concept which adds a vertical scrollbar - I don't know
if that's what this refers to, but it should serve as a basis for
discussion if nothing else.
