It is indeed confusing, I totally agree.
Maybe we should morph this bug into that issue only. Something like
"confusing error message when not configured as AD/DC"

According to the answer here (https://askubuntu.com/a/762892/101985)
"Debian and Debian-derivatives changed the service name from 'samba' to
'smbd'". Thus it appears that they have fully masked samba.service in
Ubuntu while smbd.service is working well. This is the case in my system
now

that reported error seems a bit different than the crashing report about
libevent0.
My feeling is that (as Debian comments said its not an error) such script
comment need either to be fixed or silenced if that 'preset fail' has no real
importance.
