For some context, this is linked to https://code.launchpad.net/~santoshbit2007/oxide/+git/oxide/+ref/UITK_FilePicker_Impl where the new Oxide.Ubuntu WebView provides a default file picker implementation. This default implementation cannot replace that of the browser as it is today, because the browser has a specific code path for when the browser itself is selected as the content provider.
