Same problem on SurfacePro 2 with Marvell chipset. Fixed it by editing
/etc/NetworkManager/NetworkManager.conf. Ubuntu should fix this config
glitch out of the box.

I can reproduce the bug on Ubuntu 17.04, Ubuntu Mate 17.04 and Ubuntu GNOME
17.04.
The workaround in the first comment here does fix the issue for me as well
