rather than a bug in Ubuntu, I'm marking this bug as Incomplete.

/etc/ssh/sshd_config line 92: bad port number in PermitOpen
On upgrades services need to be restarted and the config for sshd seems
to have a problem in its config. Please see [1] for that config.
