  ISO extracted to FAT32 does not support links error

Status in ubuntu-meta package in Ubuntu:
  Confirmed

Bug description:
  Attempting to extract ISO to FAT32 partition for UEFI install which
  used to work.

  But get error that FAT32 does not support links.
