ii libip4tc2:amd641.8.4-3ubuntu2
It does not explain why a fully functioning system suddenly stop working
after upgrade.
Also the lib you mentioned is installed.
And you don't care about what I reported. The
you may be missing the package libip4tc2 which provides the lib
/usr/lib/x86_64-linux-gnu/libip4tc.so.2
however, the systemd package includes the libip4tc2 package, so it
should be installed.

After trying and exclude I identify the package causing the issues which
is libgnutls30. So I can upgrade all others in the list excluding this.
