I have sorted this out by using the following from another post:
sudo service sddm stop
sudo apt remove libqt5quick5-gles
sudo apt install libqt5quick5
sudo service sddm start
For me, when removing libqt5quick5-gles, libqt5quick5 was automatically
installed, so
I think this is what you're looking for. I upgraded to 21.04 and had
the same issue.

logs and they don't explain what happened when you upgraded Ubuntu.
Maybe you can attach the historical logs from /var/log/apt too? They
have names like history.log.*.gz and term.log.*.gz. If you upgraded

followed by a reboot corrected the problem completely. Attached are the

/qtdeclarative-opensource-src/+bug/1920130/comments/4 is the correct
one. libqt5quick5-gles is not intended for general use, it should be
only installed on OpenGL ES capable hardware.
However, I
qtdeclarative-opensource-src appears to be the correct place, because it
is the source package of libqt5quick5-gles
If you no longer need a fix though, then "Won't Fix" is the status to
set.

Some updates:
All kde apps when starting report on the command line (Eg. when starting
kate):
Icon theme "Breeze" not found.
tried reinstalling breeze-icon-theme but its still the same. The package
is there, but kde cannot find it after the upgrade to 21.04 from 20.10.
