This may be the wrong place to confirm this, and I don't know what
package the link libQt5Core.so is supposed to be a part of, but I can
confirm that this particular symlink was missing immediately after
upgrading to 22.04 from 20.04.
No others were missing on my system.

You probably need to install qtbase5-dev:i386, not just libqt5*:i386.
