The settings you refer to are intentionally disabled by default, because
they conflict with modern clickpad usage. But they are still available
if you want to turn them on.
To enable edge scrolling look in:
Settings > Devices > Mouse & Touchpad > Touchpad > Edge Scrolling = ON

As per Canonical's latest updates, fix for this issue should be
available in the 4/24 daily build (which should have kernel 4.15.0-19.20
factory reset Smallrt x2 4x and using the boot.log from firmware as
cookbook to fix errors:
1) "_bionic_open_tzdata" missing
