an init system? and what do you expect the net result of said action to
be? Given that it would not result in rsyslog running at all.

So this is two bugs I believe.
Oficial Ubuntu docker images should container Priority: Important
packages & Task: minimal packages.
Rsyslog maintainers script may not indeed rely on systemd-tmpfiles.
But both of these things should be fixed, not either/or.

I have tried every NVIDIA driver from 390.48 direct from NVIDIA all the

Same issue with nvidia-396, I must config lightdm as default display manager.
After that I can login to ubuntu and ubuntu-unity sessions.

Hmm, that would be odd and very bad.
I can't immediately think of anything that would do the change.
So for now I tried to recreate:
1. get X system and create some keys

I still encounter this issue after upgrade my bionic to the latest update.
The only way to boot to graphic shell is config to using lightdm as default.
Now I'm in unity session and try to install nvidia-396 to see if it fix this
issue.
