Waiting for the updates to finish is there by design to not break
systems. Latest unattended-upgrades (0.99 and up) perform the updates in
small package sets and shutdown can gracefully stop the update process
when - between installing the small package sets - the is in consistent
state.
In case
I'm marking the bug as wontfix since shutdown process should not
immediately abort upgrades, but note that finishing with the small
package sets should take very little, only a few seconds in most cases.

It seems we are experiencing a bug in apt in bionic WRT the 90s timeout.
With happy eyeballs, we added a new place where stuff can timeout; and
we did not mark these IP addresses as failed, hence they were always
retried, and thus you saw it attempting to connect 3 times to
tw.archive.ubuntu.com.
FWIW Although syncookies has long-since been enabled upstream, the
outdated comments in sysctl about syncookies still persist, I have now

I was attempting to upgrade to bionic from xenial using do-release-
upgrade but forgot to turn off screen locking. After an hour of
inactivity, I ended up at the login screen but the keyboard won't allow
me to enter keys in the login window and clicking
It appears you're still using lightdm that is not part of bionic.
It was part of xenial though, so that must be a leftover from the
upgrade.
