@jdstrand I tried reproducing the issue with ufw, but u-u seems to be
working ok, or it is not failing all the time at least when config files
are changed. A reliable way of reproducing the issue would be nice, but

I tried reproducing the issue with u-u 2.1 and it detected the changed
configuration file when I downgraded to ufw 0.36-5 and copied the
attached config file over the shipped one.
There may be something else going on the system causing u-u not
detecting the difference.

Unattended-upgrades does not close the cache, so the closing may have
been done by python-apt for some reason. It it is triggered by
unattended-upgrades then u-u can try to avoid that.
Since it affects only autoremoval and the u-u can continue applying the
the fixes in the next runs I'm marking
I noticed that the issue presents itself only when accessing the
Settings tab through the Budgie Welcome app (From the initial frame of
the app selecting Getting started->Configuration Tab->Settings->Sound
Tab). So it might be indeed Budgie related after all.
