While waiting for a new Bluetooth dongle I messed around with some other
equipment. It seems like I can't make a Herman/Kardon Onyx 4 to fail,
which is a bit strange. Tried to log it with hcidump and nothing unusual

I've got my way through to a grub build (I'm going to append some extra notes
to your instructions) but, I'm unclear about where the:
$ sudo apt install ./*.deb
is supposed to be applied - are you doing this on your pxe/tftp
looking further at the space I have available and the compression options, it
appears
/etc/initramfs-tools/initramfs.conf
COMPRESS=gzip
update-initramfs -u -k all
may be a better work around in my case, until I can resize the boot
partition - using gzip appears to allow me to have 3 kernels
I believe I experienced the same, with root cause a lack of free space
in /boot. After the upgrade failed with errors, but _before_ attempting
a reboot, my workaround was:
apt autoremove
mkdir /boot_moved_20201011
mv initrd.img-4.15.0-118-generic /boot_moved_20201011/
apt-get upgrade
mv

As to why there is no /var/log/installer: I installed from a USB stick
into a fully encrypted system, so that /var/log/installer file was on
the sticks' memory file system, but not in the encrypted filesystem.
