This sounds similar to bug 1883456... Please:
1. Try opening the 'Extensions' app and disable 'Ubuntu AppIndicators'.
Does that fix it?
2. Run 'top' and tell us if any process is using high CPU.
3. Run the following commands after you have experienced the issue:
journalctl -b0 > journal.txt
It sounds like you're referring to a dock button. So that we can find

@ddstreet I've been looking into a different issue, which is due to the Netplan
renderer.
The renderer defaults to networkd on server/cloud and NetworkManager on
Desktop. Some apps expect NetworkManager, and break on systems configured with
networkd (e.g. UI network config, apt-daily, etc).
I'm seeing another fun intermittent issue after waking from sleep on my
system. sometimes after resume, the audio is really static-y, until i
turn the volume down one notch and back up again. next time it happens

VT-x status in BIOS is a red herring. Turns out modern Virtualbox won't
even start VM's without VT-x.
A true cause turned out to be "Windows Sandbox" feature (although I
imagine for some other users the problem might be triggered by "Windows
Subsystem for Linux" or anti-virus software).
