The rsyslog program mis-handles the "startswith_i" comparison when applied
to $programname. Details follow:
Put this file in /etc/rsyslog.d/10-idallen.conf (it precedes all other
files):

Replaced -prune with -maxdepth 1 because -delete automatically turns on
-depth.
Reverted the second command back to its original state as -delete can't
delete directories that aren't empty.

Yes, "1" is a valid expression to say "yes", as is "+" – at least in my
(german) locale, and perhaps in yours, too. You can check with `locale
yesexpr` – the output is a regex expression. For me it prints
"^[+1jJyY]" (without the quotes), so anything starting (^) with either
of the characters
