I'm not sure it makes sense to SRU this to Jammy. Firstly, there is an easy work around for this (see e.g. https://bugs.launchpad.net/ubuntu/+source/systemd/+bug/1881207/comments/5 for a way to avoid changing the DHCP server itself), and this bug does not seem to affect a large number of users.
