Portal, and currently require admin access to be modified. I don't know
enough about Launchpad Translations and the exact workings of devportal

I have no objection to removing the tagline field. I don't think
anything else uses it, because the ClickPackage model is distinct from
the legacy Package model now, and CPI consumes from the feed, where the
tagline is already prepended to the description.

Pagination of embedded objects isn't (yet?) supported, so this option
isn't available via the `/api/v1/departments` endpoint. I'll need to
look into adding those links to handle pagination of the embedded
objects - it's essentially a collection of packages embedded in a single
department item, so
CPI does nothing more than return the URL passed to it from SCA. Marking
the CPI task as invalid.
