holding the following packages at their respective versions resolves the error, for now. (apt-get install these packages with "apt-get install =" and then use "apt-mark hold =") ((posted for the new guys like me, who were slightly terrified when this error popped up))

Adding some detail here: Switching back to xorg reproduces the bug 100%. I can click on the launcher, it seems to be the only thing that'll receive my clicks while the bug is active, but new apps launched while the bug is active are also unable to see mouse clicks. Kernel is 4.15.0-29-generic
