The SIM lock screen behaves differently during boot and launching it
from indicator network. Mostly unusable from indicator to unlock PIN
(those were the failures reported below).
Test case.
- Reboot the phone with a valid SIM card.
- Unlock the device.
- Dismiss the PIN

2. Fill wifi credentials.
3. In Term Conditions, tap to read the HERE terms.
4. In this screen tap in the URL of the HERE terms.
5. Go back to main Term Conditions.
6. Repeat steps 3 to 5.

- Connect to wifi.
- Without accepting the HERE terms, click on the term and conditions link.

- Term and conditions are displayed.

- System hangs and restarts after a while.

Probably the locale is not correctly propagated to all the programs, so
it's not a problem of indicator-messages, but of the installation
wizard.
