This works correctly on Arale and Krillin. I think the only problem is the header of the dialer says "Sim Locked" but I am still able to make an emergency call. I think the fix should be to change the header text to "Sim Locked - Emergency Calls Only" or simply "Emergency Calls" with a sim locked
