I suspect I'm affected by this issue too. It started after the upgrade
to Ubuntu 14.04. However, directly after the upgrade the behaviour was a
bit different compared to the bug description. Booting into the desktop
the screen was black except for the line of launcher icons to the left.

Unity Tweak Tool required unity-webapps-service to start.
unity-webapps-service wasn't possible to install as there was a dependency
on libunity9:i386. However libunity9:i386 wasn't possible to install as the
version was different from the installed libunity9.

This is a very old bug.
As far as I know support of fglrx is cancelled and replaced with amdgpu-pro.
I'm using amdgpu now and have no problems.

copied radeon_dri.so to another folder where I renamed it radeon_dri.so

Please disregard my last comment (#5). The problem I had was not this
one but related to using other connector agents in addition to
NetworkManager, in my case the openvpn3 command line.
(Automatic connection to the VPN is not there, but that is probably
safest.)
