Same issue with Ubuntu 20.04(Lenovo x1 carbon gen8, logitech m350, k375s).
But it was workaround for me:
1.open /var/lib/bluetooth///info, remove the following
lines, and restart bluetooth.service:
[IdentityResolvingKey]
Key=...

Sorry, but it seems like caches settings, even after Network-manager has been
restarted.
After system reboot it was fine with that option, so I copied my file
configuration back to /etc/NetworkManager/dnsmasq.d, was also fine, but
settings from that file did not take effect.

I just added a memory module.
before (normal) - 4GB
total memory after (bad) - 6GB and/or 8Gb - different new modules (+2GB,
+4Gb)
