Ok, I got it:
1. purge rsyslog with: "sudo apt purge rsyslog"
2. Install the new distro with either "sudo apt dist-upgrade" or 
"do-release-upgrade"
3. I had one error in the first run of do-release-upgrade, I just re-ran it and 
now it went through and I'm on 17.04...profit?

  choose version and it said `N` for default or existing version and I
  went for it.

  What I expect: To peacefully upgrade my VPS Ubuntu version to 16.04.

I have the same issue, but instead of "N" I chose "Y" (to replace
rsyslog), which failed as well

  Bug:

  The bug happens whenever the remaining configuration files of the
  original X stack is removed, ie purging. It does not happen for users
  who do not explicitly remove those.

  Workaround:

  For example, if upgraded 14.04 LTS to the 14.04.2 HWE stack
  (=14.10/utopic):

  sudo dpkg-reconfigure xserver-xorg-lts-utopic

  This restores the symlink /etc/X11/X -> /usr/bin/Xorg

  ---

  After installing the hardware enablement stack on precise by running:
  sudo apt-get install linux-generic-lts-quantal xserver-xorg-lts-quantal

  Xorg fail to start. There is no error message or anything, just a black 
screen. Switching to a vt i possible and lightdm/x-0.log shows that a symlink 
is missing:
  X: cannot stat /etc/X11/X (No such file or directory), aborting.

  I updates two computers running precise x86_64 and both had the
  problem.

  Just recreating the symlink fixes the problem and then precise runs
  perfectly fine with the new stack (in fact, it's more stable so far).

I use dnsmasq mainly as a TFTP/DHCP combination and disable the part of
the dns-resolver.

So i use codeport=0/code to disable the DNS part. But the init-
script always rewrites the resolv.conf, no matter if DNS is actually
used.

Could you add an option to the defaults-file, which the init-script
checks and dependent on this, rewrites the config-file?

 Ben, and you also get these crashes if you upgrade sqlite3 package to
 version 3.8.4 or newer, as is suggested in the comments of this bug report?

I did update sqlite3 to the latest version available on my distro. The
crash still happens, on a less regular bases though.

It happens mainly when am switching albums while the album I am in still
loads thumbnails.

Bug description:
  The enablement of NetworkManager-wait-online.service in network-
  manager 0.9.10.0-4ubuntu10 has made my Kubuntu Vivid x64 system take
  nearly twice as long to boot to the login screen.  I did some
  investigating and determined that this is because sddm.service depends
  on systemd-user-sessions.service which depends on remote-fs.target
  which depends on network-online.target which depends on
  NetworkManager-wait-online.service.  For that reason, systemd is
  apparently waiting to start sddm until both the wired and wireless
  adapters are connected, which makes the system take much longer to
  boot.

I think this is another bug that only shows the same symptoms as this

  After switching to systemd, the AppArmor service often fails to start
  on boot.  This seems to happen at least 50% of the times I turn on the
  system.  If I attempt to start the process again after the system is
  otherwise finished booting, it works fine.  I also have another system
  with the same software configuration but a much slower storage system
  (HDD instead of SSD) which never suffers from this problem, so I think
  it is probably a race condition.  If I do systemctl status apparmor,

If an error message  or system message appears with a warning sound, the
sound volume goes up to 100%.
