Public bug reported: I just upgraded from 16.04 to 18.04. The upgrade broke. The error, from systemd, was: "Unsafe symlinks encountered in /var/log/journal, refusing." That directory was empty. The fix was "chmod root:root /var". Yes, it's weird that my /var wasn't owned by root, but
