I think the xserver-xorg is causes tap action not work, because your
setting "TouchpadOff" is 2 (where only tapping is disabled). I had same
problem too, in Ubuntu GNOME 15.10 but when I try to configure using
"synclient TouchpadOff=0" (0= mean enables all functionally) it's
doesn't work. following this instruction

I make config file in /etc/X11/xorg.conf.d with name 50-synaptics.conf
to get back functionality of tap action in touchpad but when I try to
reboot, system doesn't load just stuck in file system check's screen.
I've been search for answer to solve this issue, but I not found it yet.

I initially reported a bug here
(https://answers.launchpad.net/ubuntu/+question/273015) describing an
issue in which Ubuntu GNOME wasn't detecting the tap to click
functionality (or double tap, selecting text) even though the touchpad
works when moving the cursor or scrolling. However, I just noticed
after live testing an image of Ubuntu 15.10
(http://releases.ubuntu.com/15.10/) 32 bits that tap to click actually
works. Could this be a bug in Ubuntu GNOME? To make sure, I live
booted Ubuntu GNOME 15.10 (64 bits) and confirmed that tap to click
didn't work.
This is happening in a laptop Dell Inspiron 1545 with touchpad
"AlpsPS/2 ALPS GlidePoint touchpad". I copy the relevant information:
