Would it be possible to backport this to 22.04 as well? We are currently
using very hacky workarounds with Netplan.io and networkctl to prevent
this bug from being triggered and causing downtime.

I had the same problem using the varnishncsa service:
systemd[30274]: varnishncsa.service: Failed at step NETWORK spawning
/usr/bin/varnishncsa: Permission denied
Overriding PrivateNetwork to be false seems to work as a workoround.

I'm not sure why but running
cd ~/Music
find . -exec touch '{}' \;
As suggested by https://bugzilla.redhat.com/show_bug.cgi?id=1209574#c3
does appear to fix the issue.
