I experience this problem in Ubuntu 16.04 LTS.

where it is purported that it is a regression from 12.04 (which works
correctly) to 14.04 (which doesn't). I haven't confirmed that statement.

Title:
  Indicator menu does not use clock format for times in other locations

Status in indicator-datetime package in Ubuntu:
  Confirmed

Bug description:
  Times for other locations that are shown in the menu are not formatted
  the same way that the indicator menu bar clock is formated.

  To reproduce (from the default config):

  1. Go to Time & Date Settings -> Clock
  2. Select "In the clock, show: 24-hour time"
  3. Check "Time in other locations"
  4. Add a location under "Choose Locations". I entered UTC. Note that the 
formatting is correctly used here.
  5. Exit configuration windows

  Expected result: UTC time would be shown in menu with 24-hour format

  Actual result: UTC time is shown in menu using 12-hour format
