I'm experiencing this issue after an update through update-manager (seemingly equivalent to a standard apt-get update). Based on a comment on another bug [1], I have found that incorrect configurations are present in my dump keys. I was able to correct the issue by running: sudo dumpkeys |grep -v -E '^(\W+)alt(\W+)keycode (105|106) = (Incr|Decr)_Console' |sudo loadkeys I am commenting here because I do not experience the ctrl+c issue, and believe these may be two related but not identical bugs. gnome-shell, Xorg, and XWayland are running. mutter is not. But on this fresh install of Ubuntu Gnome 15.10 beta, it seems to try and switch me between tty consoles (the ctrl+alt+f1 ones). But it's not listed as one of the shortcuts in the "keyboard" menu, so I don't know how to disable it...
