[Touch-packages] [Bug 1569856] [NEW] wrong status of ntp service

Public bug reported: I'am using lxd containers. In the containers installed ntp package. Ubuntu 14.04 has old init.d script to manage a service. This script using status_of_proc, function from /lib/lsb/init-functions which is disregards that system can have ntpd processes running in containers.
