I have found a fix for my case. See if it helps you. The solution I used

  When booting from today's (201610907) daily yakkety livecd with an
  external display attached X does not start.

  If the external monitor is attached after X has started I can boot to
  the desktop using only using the laptop's LCD (ThinkPad x230, intel
  graphics).  The attaching a 1920x1080 LCD via miniDP extends the
  desktop but windows moved around produce a trail of windows that
  persist even after the window is closed.

  This is a regression from Xenial.

  Driver video doesn't work properly after Upgrade (16.04 LTS)

Bug description:
  After the last automatic upgrade (kernel?), the system suggested a restart to 
finalize the installation.
  Immediately after the reboot, the graph login page worked at 640x480. Using 
"xdiagnose", checking (disabling) all, I was able to set the resolution 
1280x1024, but no more capable to manage the dual-screen as before: in the 
"Monitor" configuration page, I see only one "Built-in Display" instead the two 
Acer AL1917 & AL1716 as before. Obviously, the HW connections are not been 
changed.

  My PC is an Acer Veriton X4610G
  CPU: Intel® Core™ i3-2120 @ 3.30GHz × 4
  RAM: 4GiB (128MiB VGA shared)

I was able to permanently (I hope) fix the problem.
After reading around, examining system files, logs and a lot of guesswork, I 
noticed that /usr/share/X11/xorg.conf.d had amdgpu configuration along a bunch 
of others but no intel. So I tried to find a sample file on the web and created 
(as root) 20-intel.conf containing:

Section "Device"
   Identifier  "Intel Graphics"
   Driver  "intel"
EndSection

rebooted, and a miracle happened! It loaded with both external monitors
working again! Lost the configuration though, but after redoing monitor
arrangement etc and rebooting again it was all good. I hope this helps
someone.

  After upgrading from 16.04 to 16.10 my multi monitor setup is unable to reach 
login screen. Computer is Panasonic CF-52 on dock station with two external 
monitors. The error says low graphics mode enabled.Used to work just fine in 
previous distributions. the last error in the log file says: ScreenInit failed 
for driver 0. I have Intel graphics. 

  Workaround found so far: boot laptop out of dock station, then dock it
  and monitors are recognized no problem.

  Troubleshooting done:
  Reintsall Ubuntu from thumb drive - reinstall option: same results
  Reinstall Ubuntu from thumb drive - clean install except for /home drive 
kept: same results
  Run X -configure: same results

Hi Paolo.

Glad to hear you managed to resolve the issue! Did not work for me
though. Also there seems to be some progress done. I tried fresh install
with downloading latest updates and this time it went as far as splash
screen on both external monitors, but then all the same. Flickering and
eventually bumping to low graphics mode.

  If the external monitor is attached after X has started I can boot to
  the desktop using only using the laptop's LCD (ThinkPad x230, intel
  graphics).  The attaching a 1920x1080 LCD via miniDP extends the
  desktop but windows moved around produce a trail of windows that
  persist even after the window is closed.

  This is a regression from Xenial.

Hi,
I have done some further investigation and these are my results:

- Clean install of Ubuntu 16.10: No luck
- Clean install of Ubuntu Gnome:
   - GNOME and GNOME Classic (I believe) sessions - same result, although it 
managed to reach login screen. But once I type in the password and hit enter, 
both screens flicker and I am bumped back to login screen as if I never logged 
in. No error messages, nothing.
   - GNOME sessions with only one external monitor connected to the dock 
station. In either case all was good and I was able to log in etc.
   - GNOME on Wayland: DID ACTUALLY WORK! So, I moved my system to that GNOME 
session for the time being. Good for a change too :)

  After upgrading from 16.04 to 16.10 my multi monitor setup is unable to reach 
login screen. Computer is Panasonic CF-52 on dock station with two external 
monitors. The error says low graphics mode enabled.Used to work just fine in 
previous distributions. the last error in the log file says: ScreenInit failed 
for driver 0. I have Intel graphics. 

  Workaround found so far: boot laptop out of dock station, then dock it
  and monitors are recognized no problem.

  Troubleshooting done:
  Reintsall Ubuntu from thumb drive - reinstall option: same results
  Reinstall Ubuntu from thumb drive - clean install except for /home drive 
kept: same results
  Run X -configure: same results

  Driver video doesn't work properly after Upgrade (16.04 LTS)

Bug description:
  After the last automatic upgrade (kernel?), the system suggested a restart to 
finalize the installation.
  Immediately after the reboot, the graph login page worked at 640x480. Using 
"xdiagnose", checking (disabling) all, I was able to set the resolution 
1280x1024, but no more capable to manage the dual-screen as before: in the 
"Monitor" configuration page, I see only one "Built-in Display" instead the two 
Acer AL1917 & AL1716 as before. Obviously, the HW connections are not been 
changed.

  My PC is an Acer Veriton X4610G
  CPU: Intel® Core™ i3-2120 @ 3.30GHz × 4
  RAM: 4GiB (128MiB VGA shared)

  I use an UBUNTU 16.04 LTS 64-bit
