Closing this now due to:

1) Upstream bug closed "RESOLVED OBSOLETE" on 2014-04-26 as
issue only seen on buggy version of network-manager
2) Last report of issue was in comment #12 over 5 years ago
3) No response to comment #14 after over 6 months
4) Issue reported only against Ubuntu 14.10, EOL since 2015-07-23

Ubuntu 14.10 (utopic) reached end-of-life on July 23, 2015.

This release of Ubuntu is no longer receiving maintenance updates. If
this is still an issue using a maintained version of Ubuntu please let

Various sources online suggest this bug is fixed in Network Manager
9.8.8.9 (Ubuntu is currently on 9.8.8.8) but I haven't verified this
myself. The bugzilla report in Gnome is closed for this reason.

The same for me - question mark instead of connection strength.
Ubuntu 14.10, GNOME Shell 3.12.2, asus ux303ln.
iwlist scan shows the strength.

Confirmed on both an updated, and a clean Ubuntu Gnome 14.10 install. 
Connected Wi-Fi shows a question mark in place of signal strength.

It appears most of the time... and SOMETIMES it shows the right symbol.
This occurs for me on 2 different networks, always Wi-Fi. Lan is OK.

I don't see where WiFi Radar is involved in this bug report.  But, if
you are trying to run WiFi Radar along with NetworkManager, that is
likely the source of your problem.  WR and NM do not play well together
and should not be used at the same time.  Pick whichever of the two you
prefer and uninstall the other package.

  Network manager 0.9.8.8-0ubuntu23
  Wifi-card: Intel Wireless 7260 (Rev 73)

  The Wi-fi symbol in the top right corner does not indicate that it is
  connected to Wi-fi even when it is connected. (It shows a question
  mark instead)

  Expected behavior is that it would show signal strength, or at the
  very least make it grey and remove the question mark.
