This is a toolkit bug, not a System Settings bug. The same problem
occurs in the Wi-Fi panel.

It's happening because there's a control in the ListItem.Standard. It
happens to be a control that is never actually visible in the UI, so it
should be removed anyway.

Just as a note:
the ListItemLayout (which is the up-to-date components apps should use nowadays
for list item delegates) does not have such a divider.
System settings already started moving to the new components but they
are not done yet, as far as I know.
So, this bug is more of a request to
