Actually we still need sysconfig-hardware package for initramfs
integration, thus it will still be required but mostly empty - e.g. will
not provide hwup/hwdown scripts and instead direct people at using
chzdev.

hwup is racy, when compared with chzdev udev-rules.
specifically since the wait_for_sysfs key has been removed from udev, the
current hwup doesn't wait for the complete group to be available before
attempting to activate it. And it doesn't attempt to do so again.

Well, I don't like sysconfig-hardware, and I do not think it is
supportable solution we would like to have for next 5 years. So I will
be looking into migrating installer over to chzdev activation.
Hopefully, I'll be able to land it before final release.

Ok, i really starting to dislike sysconfig-hardware and everything that
deals with it.
So, could you please try the following for me:
1) List things that are actived with e.g.:
ls -latr /etc/sysconfig/hardware
2) for each thing listed there activate it with chzdev, eg.:
sudo chzdev dasd 0.0.202
