I was able to successfully test this with proposed enabled. Started with 16.04 kernel 4.4 - to 16.04 HWE Kernel - via do-release-upgrade to 18.04. For details see also attached cmd log. Cascardo asked me to review and sponsor the s390-tools debdiff to xenial-proposed. While I don't have a an easy way to test this change myself, I've verified that it matches the changes from Adam Conrad in Bionic and that the change looks reasonable. Cascardo ensured me that an SRU is not needed in Artful since linux-hwe-edge is not present there.
