I was planning to reinstall OS as restarting/shuting down/reinstall application did not help. This issue started happening after changing placement left to right in window titlebars. If the placement is changed from left to right/right to left, the flickering is appearing and menus in gnome tweak box are not registering/clickable. So, above solution worked for me. Resize the gnome tweak then change the placement setting then close it. Everything should be normal after that as long as you do not touch/move the settings of placement . After that, the flickering returned even after uninstalling and reinstalling the Tweaks app. Rebooting after uninstalling and before reinstalling also did not help. As is warned in the Ubuntu Software tool, GNOME-shell-extensions can cause settings conflicts, depending on which extensions one is running. So your mileage may vary. Notably, the options in some of the extensions displayed in GNOME-tweak-tool are no longer available by clicking on the gear icon. -- However, I found that these options can be changed in Ubuntu Software > Addons > Shell Extensions > Extensions Settings (button.) In my case, it turns out the rapid flickering occurs when Animations is disabled in the GENERAL page of GNOME-tweak. Re-enabling Animations stopped the window flicker. There is another minor artifact -- the Close-Minimize-Maximize- Search icons disappear from the application bar when using "<" to return to the main menu. But they do reappear when further clicking on page links in the left menu. Well, the same problem happens in the "Parameters" dashboard.
