I am working with 2.6.32 kernel. keep_addr_on_down variable is not
available with this version. How to overcome this issue?

contents of /run/network just before reboot/shutdown.

I can also confirm that the issue exists.
I'm the administrator of 2 DNS nameservers (bind9) running Ubuntu
14.04.5 LTS with upgraded kernel (linux-image-generic-lts-xenial which
depends on linux-image-4.4.0-81-generic at this time).

Same happens to me with addresses assigned by the openconnect vpn.
After establishing the connection I manually change the mtu in the vpn adapter
and NetworkManager (or at least it says it is him in the logs) reloads the
interface and loses all the IPv6 configuration
