I had been facing this problem since I upgraded 14.04 to 15.xx and
recently 16.10. @kerobyan-mk's method of reinstalling signon-ui worked
for me too.

There is a workaround to this problem
from terminal execute the following:
1. sudo apt-get --reinstall install signon-ui
2. sudo apt-get --reinstall install signon-ui-x11
3. sudo apt-get --reinstall install signon-ui-service
Then restart.
It has worked for me.

Reinstalling the application may fix this problem.
Look like it has a problem finding xcb. I tried sudo apt-get
-reinstall install xcb. -- Did not help.

I just upgraded to 15.10 and hit this. I can't use the box because the
menu does not come up. Nor can I look at bug 1194732.
