@nelhage, my LANG=en_AU.UTF-8. To my knowledge, this is not a natively
24-hour locale, but I could be wrong - how does one check?

@paulgear, what locale is your system in? If you're in a 24-hour locale,
as mentioned in #5, this bug is not present (well, to be precise, it's
present in the opposite direction).
