@paulgear, what locale is your system in? I am in no way trying to suggest that there is not a bug here, but this bug has not affected me from trusty to yakkety. Here's a screenshot showing my indicator panel. I'm sorry, that should be `en_GB.UTF-8`. This is a terrible hack, but I've discovered that the applet will respect your locale, just not the preference option.
