Confirmed, the icons are very slow to appear all the time on N4. About 3 seconds is the time it takes to show all the icons after I scroll down and then back up to the top again in the apps scope. It doesn't look like a blocked UI thread at all. Rather we're unloading/reloading some images during scrolling. This does not happen to me only after reboot.
