Still exist in Ubuntu 16.04.2 after I have the Hotspot off and on.
The indicator does not show anything but I can still connect to the last wifi.

There is some improvement but not completely fixed.
When I disable flight mode, only the active access point is listed. In
my case nmcli lists 3 access points and the indicator shows only one.
It's reproducible even after a reboot.

This works fine for me if I wait a little bit longer.
When I turn flight mode off, first it reconnects to the preferred access
point, and shows it in the list. Then a few seconds later it shows the
other access points in the list too.
