On ubuntu-rtm/14.09 r4 and ubuntu-rtm/14.09-proposed r100, bringing up
the Manage Scopes view and tapping "All" does not display all installed
scopes after install.  Only after a search or a reboot are additional
scopes displayed as well.

This occurs in unity8 8.00+14.10.20141017-0ubuntu1
