The standard icons in the header no longer have text, and the edit mode
is completely different now (see "extending the header" on
https://developer.ubuntu.com/en/blog/2016/02/24/pageheader-tutorial/ ).
So this bug is no longer relevant.

1) By default, the action could have a max width at 2x the default width, but
the app developer can decide to change that to a custom value
2) By default, I would add a semitransparent gradient like at the end of the
