Vasiliy, thank you for reporting this and helping make Ubuntu better. As per https://wiki.ubuntu.com/Releases, Ubuntu 15.04 reached EOL on February 4, 2016. Opening cheese gives the exact same error: libv4l2: error got 4 consecutive frame decode errors, last error: v4l-convert: libjpeg error: End Of Image. I solved it by opening the preferences and changing the resolution for pictures and videos: default was 1280x720, I changed both of them to 640x480. I then closed Cheese and opened it again, and everything was working fine. Only upgrading libjpeg-turbo to 1.4 didn't help.
