That sounds like an excellent workaround. It's probably not a fix
though. A fix would involve finding out why the config has confused
bluez.
Actually this sounds like an "old" bug that was fixed after 16.04 since newer
releases aren't being reported. If we could figure out what fixed it then we
I deleted ~/.config/pulse
and it solved this issue

Same experience as #40 after installing updates on 16.04 today.
I already have the workaround from #4 applied.
The workaround from #35 appears to still work, thankfully.

Encountered today on Ubuntu 16.04 quite surprisingly, as bluetooth is
usually problematic (with https://bugs.launchpad.net/bugs/1577197 ), but
not broken.
Disabling LE did not resolve issue. I'm expecting (hoping) rebooting
will, since it worked before.
