This is because it is a symlink to a versioned blob and the initramfs- tools hook does not dereference symlinks. As the driver is actually loaded from the initramfs, the firmware is missing for the lifetime of the boot, which means that the GPU cannot enter its lowest available power states plus some hotplugging scenarios are broken.
