I'm not sure, but I think it's the greeter lock screen. Today, it's elected to be plain blue - instead of mosaic/collage. :-) Interestingly this happens when choosing "Suspend" from a logged in session. If I lock the screen (to the "Switch user" screen) and select suspend, then resume is all fine.
