"please remove installation media and press ENTER" is only shown after installation. I take it you did install Ubuntu and are now (re)booting that, not the live system on the installation medium? Please follow /usr/share/doc/systemd/README.Debian.gz "Debugging boot/shutdown problems", and check "systemctl list-jobs" which unit is hanging during shutdown. Please also capture the journal output, with "journalctl > /root/journal.txt" and attach /root/journal.txt here.
